Chartwell Properties, Inc. is a licensed real estate corporation in the state of California that manages and develops upscale shopping centers designed for national lifestyle brands. Recognized as the leader in bringing quality restaurants and retail to Palm Desert, California, Chartwell Properties, Inc. has overseen the development of The Shops On El Paseo, the unique shopping district located on the west end and entrance to Palm Desert’s coveted El Paseo.
Expanding on their success with The Shops on El Paseo, Chartwell Properties, Inc. recently acquired three additional commercial properties in the nearby Palm Desert shopping district. These curated spaces include existing specialty boutiques, restaurants, services, and retailers — with coveted spots now available for new tenants. Chartwell’s extended portfolio of distinct properties also offers new and exciting opportunities for investors to be involved in the area’s continued growth.

Fred Fern is the President of Chartwell Properties, Inc. Fred Fern founded the Los Angeles-based investment advisory firm, Churchill Management Group, in 1963 (now owned by Focus Wealth Partners) Fred Fern has well over 50 years of experience in the management of securities investments, real estate investments, economic and political analysis, and in counseling corporations and large investors on a variety of business, economic and financial issues. Fred Fern graduated from the University of California, Los Angeles (UCLA) with a Bachelor of Science Degree in Business Administration. He has done post-graduate work at both UCLA and the University of Southern California (USC). He is recognized by the Investment Counsel Association of America as a Chartered Investment Counselor. Fred Fern has served on the Boards and Investment Committees of many non-profit organizations, primarily in education.

Amy Smith
Amy Smith joined Chartwell Properties in 2006 as an Administrative Assistant. She has worked in several areas, gaining in-depth knowledge of the operations of the business. As Senior Vice President, she oversees the property management, leasing, marketing, and lease administration. She is a licensed real estate salesperson in the state of California. Amy also earned the distinction of Palm Springs Life’s 40 under 40. In addition, Amy is currently a board member for the El Paseo Parking and Business Improvement District.
Amy Smith graduated from the University of Florida with a Bachelor’s degree in Business Administration and went on to earn an MBA from the University of Florida.

Ed Levy is Executive Vice President of Chartwell Properties, where he oversees development, investor relations, operations, and investment opportunities for qualified investors. His extensive restaurant and hospitality experience supports Chartwell’s strategic leasing initiatives, and his restaurant portfolio includes Porta Via, MML Hospitality, Winston Pies and Comedor in Austin, Texas. Before joining Chartwell, Ed held executive leadership roles at Churchill Management Group, William O’Neil + Co and Investors’ Business Daily. He began his career in television commercial advertising and holds a bachelor's degrees in business administration and psychology, as well as a master's degree in marketing communication, from Boston University. Ed also serves on advisory boards at The University of Texas at Austin MBA Investment Fund and The Lois Jeanne Levy Thyroid Cancer Foundation at Cedars Sinai Hospital.

Eileen Holmes is the Senior Vice President and Chief Financial Officer of Chartwell Properties, Inc., and Executive Vice President of Churchill Management Group (now owned by Focus). Eileen Holmes is responsible for the administration of Chartwell Properties, Inc., and Churchill Management Group, and oversees the accounting and financial reporting of the properties. Amanda Moore joined Chartwell Properties in 2025 as the Executive Assistant to the President. Prior to this role, she spent 17 years working closely alongside Fred Fern at Churchill Management Group, serving as his Executive Assistant. During this time, she handled all administrative and daily coordination directly for Fred Fern in his role as the firm’s Chairman and CEO, while serving as a liaison for his clients. Today, she continues to provide dedicated support to Fred Fern, helping manage executive administration for Chartwell Properties.

Stacie has been Vice President and Broker of Chartwell Properties since 1992. She attended UC Irvine for her undergraduate degree in Social Ecology with a specialization in Criminology. She graduated Cum Laude and then attended USC Law Center. Stacie went on to practice law for over 20 years before retiring her law practice to spend more time with her children. Stacie and her husband, David, have been married for over 30 years and have two beautiful daughters.
